Apparantly there is a new itemization system that replaces all hit/crit/spellhit/spellcrit/block chance. Pretty much any percentage stat modifying number(I’m thinking every percentage on an item, save proc chances) is being changed to a “rating”. I’d imagine they are doing this so crit percentages, etc. won’t get out of control within a couple of expansions and leave them nowhere to go with new itemization. Basically, its a way of causing your gear to be nerfed as you level up, forcing you to get new gear all over again. Looks to be a way to keep crit inflation under control for PvP.
Here’s the basis of how it works, using physical crit as an example:
All items that currently have have 1% crit on them will have it translated to a crit “rating” This rating will give current level 60 players the exact same effect. [Blackhand’s Breadth], which is currently 2% crit, will be changed to +28 crit rating. At level 60 +14 crit rating = 1% crit. So the 28 on the Breadth = 2% crit. However, as your level rises this crit rating will diminish in how much actualized crit you recieve, much like agility currentl does.
So this item that currently gives you +2% crit will slowly get worse as you level up. Let’s say at level 65 you need +16 crit rating for 1% crit. Blackhand’s Breadth suddenly goes from +2% crit to +1.75% crit. Say at level 70 you need +20 crit rating for 1% crit. Blackhand’s goes to only +1.4% crit.
This now makes old items much less attractive. Expect to have a high crit rate now, then when you get to 70 expect to see it dip.
Anyway, that’s the gist of it. Lemme know if you have any questions. I’ve heard there is a table out there somewhere with the stat equivilencies…I’ll try and dig it up.
(Keep that death grip on your [Hand of Justice]…it certain looks pretty hot in its scalability)

So at 70 the currently 2% Blackhand’s Breadth will only give you +1.4% crit
Also it’s reported that there will be a “weapon skill rating” that replaces “+4 to swords” etc.
Resilience decreases your chance of being crit by spells and melee.
